Criminal liability: scientific school named after V.M.Khomich: Scientific and Practical center of the Prosecutor General's Office of Belarus held an international panel discussion

The Scientific and Practical Centre for Problems of Reinforcing Law and Order of the Prosecutor General's Office the Republic of Belarus (hereinafter - SPC) held an international panel discussion "Criminal liability: the scientific school named after V.M. Khomich", dedicated to the 70th anniversary of Doctor of jurisprudence, Professor, Honored Lawyer of the Republic of Belarus Vladimir Mikhailovich Khomich. 

Vladimir Khomich is legal scholar, specialist in the field of criminal and criminal executive law, criminology; developer of an innovative concept of criminal liability, codified in the Criminal Code of the Republic of Belarus of 1999. 

An outstanding teacher who has trained many candidates of legal sciences, scientific consultant in the preparation of doctoral dissertations. The students of Vladimir Mikhailovich developed the model of criminal liability elaborated by him, formulating the scientific school named after V.M. Khomich. 

He headed the Scientific and Practical Centre for Problems of Reinforcing Law and Order of the General Prosecutor's Office of the Republic of Belarus from 2006 to 2016. Under his leadership, the theory and methodology of criminological examination of drafts of regulatory legal acts were developed. He is an author of over 450 scientific papers. 

Vladimir Mikhailovich is the head of delegation of the Republic of Belarus to the Group of States against Corruption, made a significant contribution to the implementation of international anti-corruption standards in the legislation and law enforcement practice of Belarus. 

Leading scientists of the Republic of Belarus as well as foreign countries took part in the round table, through video communication. 

Professor Khomich was congratulated by the Prosecutor General of the Republic of Belarus Andrei Shved, who remarked: “Vladimir Mikhailovich is rightfully one of the most famous teachers in our country, a practicing scientist in the field of jurisprudence. His example is an instance of serving the profession, duty, society and people.” The head of the supervisory authority expressed gratitude to Vladimir Mikhailovich for his enormous contribution in science and practice and wished him good health and prosperity. 

V.M.Homich was also congratulated by the Chairman of State Commission for Academic Degrees and Titles of the Republic of Belarus Alexander Guchok, Director of the Institute for Qualification Upgrading of Judges, Prosecutors and Legal Professionals of the Belarusian State University Valery Godunov, Chairman of the Belarusian National Bar Association Viktor Chaichits, as well as representatives of the National Center of Legal Information of the Republic of Belarus and leading universities of Belarus. 

Vladimir Mikhailovich's students Vasily Marchuk, Ekaterina Novikova, Tatyana Afonchenko shared with participants of panel discussion their memories on formation of Khomich's scientific school. They talked about various aspects of the concept of criminal liability developed by him and the forms of its implementation, which are relevant through present. 

The participants of panel discussion exchanged views on the state, promising directions of development of the theory of criminal liability and its improvement, discussed ways of urgent problems solving in the field of forms of implementation of criminal responsibility. The reports of the participants were published in the compendium of panel discussion. 

In conclusion of the event, Vladimir Mikhailovich made a presentation on the prospects of development of criminal law and legislation, expressed gratitude for   participation in the forum, and wished to preserve science and each other.
